I received Mr. Palairet's despatch No.455 of the 29th August last, transmitting a copy of a despatch from His Majesty's Consul at Tamsui regarding the national status of certain descendants of one Yeap Thean Lye, a matter which formed the subject of the comprehensive memorandum enclosed in the Foreign Office despatch No.309 of 10th August, 1922.

2. As observed in that memorandum the questions of law arising in this connection are of a difficult nature, and it is felt that unless and until circumstances arise such as
